Cause of exclusively central obesity? - central abdominal obesity
I'm 6'2 and 215 pounds, but my weight is carried out centrally (abdominal / chest area). My arms and my legs are thin as they were when I weighed 145 kilos grams. My legs (in particular) the weapons are the long bones are going very narrow and no fat or muscles in them, no matter how we solve (muscle) or how much they eat (fat). Is there a medical reason why I can only gain mass centrally?

In my experience, other people gain weight differently. For example, my weight is only my back, my friend is concentrated in the stomach. I do not think this is something that all medical genetics and hormones. For me, my breasts are the same size at 160 pounds, as they were 120 pounds. Food that is rich in fat and contribute to excessive amounts of alcohol beverage to an even larger belly. Fat foods that are rich in bad fats (saturated fatty acids, for example) tend to settle in areas around your stomach. This could be your problem.
To fight against this, really need special training to do. It seems that you know where you are aware of your weight is concentrated. Cardio is always important to reduce the size of the mid section. You want to concentrate on exercises that really your main goal. And keep trying to strengthen the muscles of the arms and legs. Even if these areas are smaller muscles, possibly in bulk. Good luck.
